HCS SCS SB 450 -- CONVEYANCES IN ST. LOUIS CITY AND ST. LOUIS COUNTY SPONSOR: Dolan (Portwood) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Corrections and Public Institutions by a vote of 9 to 0. This substitute authorizes the Governor to convey state property in the City of St. Louis known as the Midtown Habilitation Center to St. Louis University. The sale price of the property will be agreed upon by the Commissioner of the Office of Administration and the President of St. Louis University based upon an appraisal. The substitute also authorizes the Governor to convey state property located in the City of St. Louis to the Land Reutilization Authority of the City of St. Louis. The Governor is also authorized to convey certain pieces of property in St. Louis City and St. Louis County. The substitute contains an emergency clause. FISCAL NOTE: No impact on state funds in FY 2006, FY 2007, and FY 2008. PROPONENTS: Supporters say that independent community homes are located on these pieces of property and the bill will allow the Governor to lease or sell the property if it is in the best interest of the state.
